Every time someone pays an electricity bill, a loan instalment or an insurance premium from a banking app, a payment app or a local agent, there's a good chance it travels through the Bharat Bill Payment System. BBPS is an interoperable system: a customer can pay any biller on it from any participating app, bank or agent, and every payment gets a reference that can be traced if something goes wrong.
This guide explains BBPS for everyone who touches it: people paying their bills, the shops and apps that let them, and the businesses that send the bills. RBI's Master Direction on BBPS (issued 29 February 2024, in force from 1 April 2024) sets the rules.
BBPS full form and meaning
BBPS stands for Bharat Bill Payment System. RBI's Directions describe it as a system that enables payment and collection of bills through multiple channels, with the bill fetched before payment starts, covering recurring and non-recurring payments and notices to recharge prepaid services.
It's run by NPCI Bharat BillPay Ltd (NBBL), a wholly owned subsidiary of NPCI, as the central unit. NBBL now uses the name Bharat Connect for its bill payment platform, and its complaint forms ask for a "Bharat Connect transaction reference ID". When you see the Bharat Connect name or logo in an app, you're paying through BBPS.
What you can pay through BBPS
NBBL lists more than 25 bill categories on Bharat Connect. They include:
| Group | Examples |
|---|---|
| Utilities | Electricity, water, piped gas, LPG |
| Telecom and TV | Mobile prepaid and postpaid, broadband, landline, DTH |
| Financial | Credit card bills, loan repayments, insurance premiums, NPS |
| Transport | FASTag, fleet card recharge, EV recharge |
| Housing | Rent, housing society dues |
| Others | Education fees, municipal taxes, e-challans, donations, subscription fees |
Which billers you can pay depends on which billers have joined BBPS. NBBL says more than 22,000 billers are onboarded. If your biller isn't listed in your app, it may not be on BBPS yet, and you'd pay it directly.
Where you can pay
Because BBPS is interoperable, the same bill can be paid through many different front doors. NBBL describes more than 700 digital channels and more than 5 lakh physical outlets:
- Bank apps and net banking, under bill payments.
- UPI and payment apps that offer bill payment.
- Shops and agents certified by NBBL, often in towns where digital payment is less common.
You can pay by UPI, net banking, cards, cash at an agent, or prepaid instruments, which RBI's Directions list as the payment modes BBPS supports.
How a BBPS payment works
Every BBPS payment follows the same pattern, whichever app or agent you use:
- 1Choose the billerPick the category and biller in your app or at an agent
- 2Enter your IDConsumer number, account number, policy number or similar
- 3Fetch the billThe amount due and due date come from the biller
- 4PayBy UPI, net banking, card, cash or prepaid instrument
- 5Get the referenceA BBPS reference number from the start of the payment
The rule that shapes everything is fetch first. RBI's Directions require the bill to be fetched from the biller before payment starts, so you pay the amount the biller actually shows, against the right account. For prepaid services such as mobile recharge, the customer's relationship with the biller is validated instead. Every transaction carries a BBPS reference number from the moment payment starts, and NBBL provides guaranteed settlement of all transactions routed through it.
Guides for the bills people pay most
Each bill category has its own quirks. Our step-by-step guides cover the common ones:
- Electricity: how to pay your electricity bill online, and what to do if an electricity bill payment failed or hasn't been updated.
- Mobile: recharging online safely, and checking a recharge that failed or didn't arrive.
- FASTag: recharging and checking your balance.
Who's who in BBPS
BBPS has a central unit and operating units on each side, plus the agents and aggregators that connect to them.
| Participant | Role |
|---|---|
| NBBL (central unit) | Runs BBPS, sets standards, does clearing and settlement, and runs the central complaint system. A wholly owned subsidiary of NPCI. |
| Customer Operating Unit (COU) | Gives customers a way to pay bills, directly or through agents, with access to all billers on BBPS |
| Biller Operating Unit (BOU) | Onboards billers, directly or through biller aggregators, and carries out due diligence on them |
| Agent institution | Provides the physical or digital point where customers pay, certified by NBBL |
| Biller aggregator | Brings several billers to a BOU |
| Technology service provider | Provides technology to billers and operating units; no funds flow through it |
Our explainer on technology service providers covers that last role across payment systems.
BBPS vs paying the biller directly
You can usually pay a bill two ways: through BBPS (Bharat Connect), from whichever app or agent you like, or directly on the biller's own website, app or counter. Both get the bill paid. The differences are in where you pay, what proof you get and who handles a problem.
| Compared on | Through BBPS (Bharat Connect) | Directly with the biller |
|---|---|---|
| Where you pay | Any participating bank, app or agent | Only the biller's own channels |
| Getting the amount | Bill fetched from the biller before you pay | Shown by the biller's own system |
| Proof of payment | A BBPS reference from the start of the payment | The biller's own receipt or transaction ID |
| If something goes wrong | Central complaint system, tracked by the BBPS reference, alongside the app or bank you used | The biller's own customer service, and your bank for the payment |
| Paying many bills | Many billers from one app | Each biller separately |
| Biller not on BBPS | Not available | Always available |
Fees are worth checking either way. RBI's BBPS Directions don't set customer convenience fees, so practices vary between apps, agents and billers; check the amount on the confirmation screen before you pay. For a step-by-step example, see our guide to paying an electricity bill online.
When a BBPS payment goes wrong
BBPS has a complaint process built in, which is one of its main advantages over paying through an unconnected channel.
- Failed transactions: RBI's Directions require operating units to handle failed transactions within the timelines of RBI's 2019 rules on failed transactions. If your money left your account and the payment failed, the reversal deadline applies.
- Central complaint system: NBBL must run a centralised, end-to-end complaint system in line with RBI's online dispute resolution framework, and all operating units must be connected to it, so you and the biller can raise and resolve disputes.
- Raising a complaint: complain through the app, bank or agent you paid with, or on Bharat Connect's website. Its form asks for your Bharat Connect transaction reference ID (20 characters), the date, the amount and a screenshot, with complaint types including refund, failed transaction, money debited but no confirmation and transaction ID not received. NBBL lists [email protected] and [email protected] for escalation.
Keep the BBPS reference for every bill you pay. Our guide to electricity bill payment failed walks through the most common case, a bill paid but not updated, and money debited but transaction failed covers the reversal deadlines.
If you're a biller
Being on BBPS means your customers can pay you from wherever they already bank, and you receive payments with consistent references. You join through a Biller Operating Unit, directly or via a biller aggregator, and it carries out due diligence on you in line with RBI's rules on payment aggregators.
- Your bill data must be fetchable: identifiers, amounts and due dates available on request, because every payment starts with a fetch.
- Payments arrive with a BBPS reference you can match to the bill, and NBBL guarantees settlement of transactions routed through it.
- Complaints come through BBPS's centralised complaint system, tracked by that reference, so your support team needs access to it.
- Post payments to customer accounts promptly. A customer who paid through an app but still sees the bill as due will call you, not the app.
If your app or shop lets customers pay bills
Businesses that offer bill payment to their own customers (payment apps, banks, retail agents) do it as, or through, a Customer Operating Unit. The COU must give access to all billers on BBPS, which is what makes the system interoperable. RBI's Directions also say that an entity other than a biller operating a bill payment system outside BBPS is running a payment system that needs RBI authorisation; take legal advice before collecting bills any other way.
Mobile recharges are a common first bill category for apps and retail networks. Our developer guide to how recharge APIs work covers that side, including pending recharges and reconciliation.
If you're a business paying your own bills
Companies with many sites, such as retail chains, telecom towers or branch networks, pay large numbers of utility bills. Paying through BBPS gives each payment a reference and a route for complaints, and it's worth asking operating units whether they offer business bill-payment services. The work on your side is keeping an accurate list of consumer numbers and matching bills to sites and cost centres.
